this morning." i'm charlie rose in new york. norah o'donnell is in washington. the northeastern coast of japan is still recovering from a devastating tsunami, less than two years ago. this morning, history threatened to repeat itself. >> that's right. a major earthquake struck in the pacific ocean overnight, setting off tsunami warnings in that same area that was hit so hard back in march 2011. lucy craft is in tokyo. lucy, good morning. >> reporter: good morning. this latest quake is just another reminder of how terribly vulnerable japan is to an assortment of natural disasters. memories of that triple tragedy in 2011 are vivid for all of us, but especially up in the northeastern coast of japan, which has yet to rebuild since last year's tragedy. here in tokyo, the 7.3 magnitude earthquake rattled windows and shook walls for several minutes. buildings swayed but there were no immediate reports of damage or death. there were ten injuries. off the northeast coast. sirens blaired as officials issued immediate warnings for residents to escape to higher ground. >> translator: i'm all right now. >>

. margaret brennan is in washington. margaret, good morning. >> good morning to you, norah and to charlie. the review of the fatal assault blames systemic failures of leadership and management deficiencies at senior levels. within two bureaus of the state department. missteps that ultimately led to the deaths of ambassador christopher stevens and three american personnel at the u.s. consulate in benghazi. >> reporter: the investigation sharply criticizes the state department for a security posture that was, quote, grossly inadequate to deal with the attack. officials ignored requests from the u.s. embassy in tripoli for better security at the benghazi compound. the failure to coordinate is blamed on two departments within the state department. diplomatic security and near eastern affairs. among the findings, there was an intelligence knowledge gap about the high threat environment and the inability of libyan militias to protect the post. they ran away when the attackers approached. there was an inadequate number of diplomatic security agents. and there were no technically proficient staff

left until the fiscal cliff, but there's signs this morning the stalemate in washington is starting to break. >> and that's good news for both sides of the aisle. president obama and house speaker john boehner met face to face sunday for the first time in nearly a month. major garrett is at the white house with where things stand this morning. >> reporter: speaker boehner has told the white house and his fellow house republicans he wants the outlines of a fiscal cliff deal no later than this saturday. and if that's to be achieved, events of this past weekend may have proved piftal. obama and boehner met here at the white house sunday, and that meeting left both hopeful those subsequent conversations at the staff level achieved little apparent progress. even so, the president extended the invitation to boehner friday after boehner, for the first time in a press conference, publicly at least hinted he might be open to raising the top income tax rates on the top 2% of american household income earners. that may have cleared an opening for the president and boehner if that did, in fact,
